Description by OLDIES.com:

Tomboy "Tommy" Smith works feverishly to run her boarding house while her idle father dreams up his next exotic invention. Tommy fears that her dad may be the notorious bootlegger who is drawing government revenue agents to Oakville like flies. A handsome stranger from the city, Aldon Farwell, rents a room at the house and romantic sparks fly between him and Tommy. The young girl finds love and happiness for the first time till a jealous suitor tells Tommy about a shocking discovery. Aldon is really an undercover revenuer and he is romancing Tommy to get enough information to arrest her father!

Texas born Dorothy Devore was a teen vaudevillian in 1918 when she signed a contract with Al Christie to appear in motion pictures. A series of highly successful romantic comedies ensued throughout the 1920s and she became one of the most highly paid actresses in Hollywood. Several years after his 1911 debut in The Novice, British born Herbert Rawlinson became a major star of the silent screen. He is remembered for starring in the 1937 serial Blake Of Scotland Yard and his busy career as a supporting actor continued into the 1950s.
