Jackie Cooper is tenement kid Chuck Brennan, leader of a gang of young toughs in the slums. The boys heckle the cops and fight rival street gangs. Chuck falls in love with Nora, a bright girl who is willing to put her scholarship aside to care for her dying mother. Seeking to make Nora's life better, Chuck becomes the right hand man of gangster Blackie Davis. Soon Davis has the impressionable boy accustomed to quick and easy money. Chuck takes greater and greater risks until he finds himself at the wrong end of a gun on a heist gone bad.
