New York street cop Charlie Falon (Sam Elliott) stumbles upon the murder of his life-long partner, Levinson. Enraged, Falon attacks the apparent murderer and dumps his body in Central Park. After the NYPD investigations prove fruitless, Falon's new partner, Murrow (Esai Morales) is determined to prove himself to his partner and solve the case. After the investigation continues, Falon's boss Delgoti (Paul Sorvino) reveals that his former partner, Levinson, was a drug user and the man he killed was actually a cop working a sting operation. Murrow's own investigations point to Falon as the killer. Falon is left with a difficult decision. Should he confess or take drastic measures to hide the crime?

FBI Agent Diane Knox (Tia Carrere) has been undercover for six months when her sting is foiled by DEA Agent Max Perish (Thomas Ian Griffith). Both agencies are searching for Thomas Livingston (John Lithgow), the master-mind behind a partnership between the Italian, Chinese and Russian mafias. Livingston is about to ship its entire years shipment of cash to various offshore banks. Whichever agency is able to find the money will be able to keep the funds.
