In a futile attempt to duplicate the success of Warner Bros.' famous canine star, Rin Tin Tin, small-scale Gotham Productions offered the movie-giong public both Peter the Great and Thunder. The latter starred in Phantom of the Forest, an outdoor melodrama about a young girl, Helen Taylor (Betty Francisco), whose land contains valuable oil deposits. When Helen turns down an offer from land speculator Walt Mingin (Jim Mason), the latter sets fire to the surrounding forest. Helen and her boyfriend Frank Wallace (Eddie Phillips) narrowly escape while Thunder, Helen's faithful dog, braves the flames to save a small child.
